Outlook For Mac 2016 Cannot Send Attachments
Summary: The most recent supported Exchange topologies that allow users to access public folders with Outlook 2016 for Mac.
Users of Outlook 2016 for Mac can now access public folders in Exchange Online in a number of different topologies.
You can send files and folders by attaching them to an email message. When you attach a folder, Outlook 2016 for Mac compresses the contents of the folder into a single.zip file. In your message, on the Message tab, click Attach File.
Outlook for Mac limitations
All versions of Outlook for Mac can access Exchange public folders, but until recently these clients could not access public folders in the following deployment scenario:
- Hybrid topologies: On-premises users with a mailbox based in Exchange Online could not use Outlook for Mac to access on-premises modern public folders. Similarly, users with an Exchange 2013 or Exchange 2016 mailbox on-premises could not use Outlook for Mac to access public folders deployed in Exchange Online.
Outlook 2016 for Mac
With the April 2016 update for Outlook 2016 for Mac, as well as CU14 for Exchange 2013 and CU2 for Exchange 2016, the above scenario will now work for Outlook 2016 for Mac clients.

As long as your Outlook 2016 for Mac clients have installed the April 2016 update, they will be able to access public folders in the configurations detailed in these articles:

I would verify that their Exchange account is the only account within outlook. From a few different places it looks like it could be something stuck in Drafts too (although you said you checked there). Possibly removing the account and re-adding it in Outlook could be the quick fix to it (although they would lose their saved autocompletion which a lot of people complain when they lose it).
Im running 2016 on probably 25 Mac's and haven't seen this issue yet, but I have had weird issues with Outlook in general that aren't worth the time messing with and just adding the account back again will fix saving all of our times. Netgear smart control center utility for mac.
